The schedule of Pneumococcal Conjugate Vaccine is according to age:
0-6 months 4 vials
7-11 months 3 vials
12-23 months 2 vials
>24 months 1 vial.
But the most high risk are new born babies under 2 years of age, so, US government inject with this vaccine in all babies who are under 2 years of age.
If baby is greater than one year of age, the vaccine should be injected in 手臂. For those who are smaller than 1 year old, the vaccine should be injected in thogh.

Vaccination likes insurance. There are always risk in acquiring severe infections at any time at any place especially babies who's immune system not develop completely. Pneumococci can be transmitted through airborne droplets like common cold and can cause severe infections such as meningitis, pneumonia and bacteremia.
Putting your children at risk or having vaccination depends on your own choice. Many vaccine like HIB, Pneumococci and chicken pox have already been put into universal immunization program in advance countries like US, Canada, UK and Australia, etc
