Firstly, you may ask if you boss can adjust your salary a bit, may be lower the salary and give it back to you as a bonus at the year end.
In fact, Housing Authority only need a written confirmation from your boss regarding your monthly salary, so if your boss doesn't mind, ask him to write down the salary.
If nothing can help, you may if your current job is not very stable, or not giving you a good enough pay, quit the job
