Got the following excerpt from appledaily: 王維基要求公開評審標準，但政府未必夠膽公開「評分」，因《蘋果》取得的政府顧問報告顯示，港視在這份「成績表」獲評排第二，包尾是電盈的香港電視娛樂，甚至連三位司長也同意向全部三個機構發牌，特首梁振英會同行政會議卻力排眾議，令外界質疑涉政治考慮。
If the Gov't didn't choose the first two choices that were recommended, i think it's only fair that it tells the public why.
this is not about a bank denying a customer's credit card application; it's about a Gov't letting the public (millions of people it serves) know why that decision was made.
