If your child did not occupy the seat, it's really free of charge. I don't know the age limit. My daughter aged 4.5 and I reserved a seat for her therefore was charged.
But for narita express, it's clearly stated that child under 6 was free but should not occupy the seat. I have taken these two transports. But I suggested you to take limosine bus if you take child as there was staircases at Shinjuku station.
One thing, it's quite difficult to find the "西武新宿站"if you go to Hello Kitty Land there.

At Shinjuku Station West exit, outside Keio Plaza, there is bus stop 21 where you can take hotel shuttle bus to go to Hilton. Free.
