The Indonesian Consulate only allows contract renewal cases to be processed without an agent. In your case, it is NOT contract renewal, so you must go to an agent first.
Ask your brother's maid to find an agent, or go to an agent recommended by your friend(s), and ask the agent to process it.
Under the "old" Indonesian system, all Indonesian girls who are interested in becoming domestic helpers overseas must find an agent, and receive a few months' training : in doing housework and in speaking Cantonese (for those coming to work in HK), before the DH's info can be sent to an agent in HK, for HK potential employers to choose. They cannot skip this step. Also under the old system, once they "belong" to an Indo agency, they must process all their contracts through that same agency.
But the system was changed slightly, around last year, and the DH can change to another agent, at least in HK. So those DH who have worked in HK will know which agents charge them less agency fees. Usually agency fees to a HK employer is around $3,000 (incl. airfare for the DH coming to HK). But for the DH, it is usually $10,000 or more, and the DH has to pay for the air ticket herself.
Anyway, your new DH must be processed through an agent and you cannot do it yourself - the Indo Consulate will not accept it.

I am so sorry! I try to open e-mail at home but my son (only two and half ys) is very interested in my computer and play. We could not stop him after that our computer could not work. Could not turn it off or on. We have to shut the power. Now we need to find some one to fix it. So I try to open the e-mail again at office today morning but still not work.
By the new law in HK the maid have to leave Hong Kong within three year but they did not say the detail(eg. go black their country or third country). If you ask the Indonesia Consulate, they would told you go back Indon. Therefore, there are many different information around. Be careful!
My maid's insurance include one time body check. It can be used when she come back to HK.
The insurance fee is $980.00
1. Cost of self-renewal, to me, = $480 (Indo Consulate) + airfare ($28xx) + medical checkup ($780 becos she went to our family doctor + his referred lab) + $135 HK Imm Dept.
Cost to my DH = $0.
If I did it through my original agent, it would cost me $3000 + airfare, and my DH $3000.
I am still saving some $$ by going through the entire process myself, and my DH saves $3000, which = 7.5m of $400 deduction off her salary arising from DH tax.
2. Each set of DH contract has 4 copies : 1 for HK Imm Dept, 1 for Indo Consulate, 1 for DH and 1 for youself. (I don't mean PHOTOcopy, I mean copy, with HK Imm. Dept / Indi Consulate stamp.)
3. Q : The best is they don't need my maid to go back indonesia, only need to leave HK. (it means she can go to china for a week, then it is ok) Is it legal and ture? If i renew the contract by myself, can i also only take my maid to China for a week and not going back to indo?
Ans. I don't think it is true. According to the DH contract, you need to pay for 1 return air ticket HK-Indo-HK. If DH goes to China only, she may have fulfilled HK Imm requirements and gets a valid DH working visa, but then legally you still owe her the return ticket. I tend to chicken out of dubious situations so I play according to the law, which is to give my DH a return ticket + 2 weeks holidays.
You don't need to let her take 2 weeks' leave now, just let her off any time within one year.
Suggest you check with HK Imm Dept or Labour Dept about this point.
As the Indo Consulate asked for a photocopy of DH's evidence of having taken the trip back to Indonesia for record, if this is not supplied, future contract renewal might be affected, e.g. Indo Consulate might refuse to process future contract renewals / new contracts, for the DH / employer, if DH does not return to Indo as required. We never know for sure.
The agent should have given it back to you when you collected your DH from the agency.
Try to ask for it : e.g. say you want to read the details in your copy, e.g. contract validity/expiry dates.
Maybe others have more suggestions as to what you can tell the agent in order to get back your DH contract copy.
