Be careful! Your visa/ master card must have access to your saving account. Similar to what you do when you withdraw money from the ATM in Hong Kong with your credit card, you need to choose to withdraw from your saving account. The money will then be deducted from your saving account. Don't ever try to withdraw from your credit card account, otherwise, it is cash advance and the interest + charge will be extremely high.
What I do is I check my saving account via internet banking system after the withdrawal, then I know the amount of HK dollars taken when I withdraw NT$20,000 and calculate the rate.
Yes, you must have a saving account. The charge for HSBC is HK$25 per withdrawal. For Hang Sang, the charge is HK$30. From my experience, the exchange rate including the charge was still much better than Berling or exchange shops at the airport.
