but based on my experience, it is better to hand in the form personally with the baby as the officer can approve the application at once as she "sees" the baby there. then you take the passport by yourself only later. the officer suggests to do it this way because if you miss something (e.g. wrong information) by mail, you have to apply it all over again which may waste your time. overall, you only need to bring your baby there once only.
