Just one warm reminder - there is no through service for the Piccadilly line to Terminal 4; there is a rail replacement bus service where you need to change at Hatton Cross for terminal 4.
As such, it will take you longer to get to the airport.
I have just checked the www.tfl.gov.uk website. It said the time from the Holborn underground station to the Heathrow airport terminal 4 is about 1 hour and 10 minutes.
Is the time reliable ? My flight departs at 10:45. The plan from the website indicates that there is one underground train to the Heathrow airport at 07:11 (arrive at 08:24) and the next one is at 08:01 (arrive at 09:02). Are the trains not operated frequently ?
So is it enough time to arrive at 09:02 to catch the flight that departs at 10:45 ?
And the paris part, I know that the check-in process and the security checking process is very slow, is it safe for me to check out and leave the Paris hotel 4 hours before the flight departure time ?
TfL is reliable - and it is all planned time-table. Every morning there is traffic news on BBC1 (a programme known as "Breakfast"), and you will find which part of the tube service is interrupted either due to signaling or train failures. So, allow more time for your travel if you really want to take tubes.
I experienced once that it was a Piccadilly train to Heathrow, but eventually it was turned short, and had to change and waited for the next train to Heathrow.
Tube planned closure - it is usually on weekends - and with notices posted at stations well in advance. Rail replacement bus service is available, of course it takes longer time.
Just a reminder, Heathrow Express calls at T4. No need to change and wait for shuttle bus.

I will stay at "Des Nations Saint Germain" hotel in 5th area. The internet got mixed comment. It is located in the Rue Monge, between the "lace Monge" and the "Cardinal Lemoine" metro. The mappy said it is three minutes walk from the metro.
Do you know it is a safe area in night? because it will get dark after my dinner and my visit to the eiffel tower. any recommendation for the visit and dining nearby ?
I am still thinking whether to bring

I hv been stay in St-Germain area few years ago, what I remember is this area is quiet in the night but safe. For my suggestion is if you are out for dinner and back to the hotel very late(after 10:00pm), I would recommend you to take a taxi. If earlier than 10:00pm. you can take metro.
Now, I only stay in Opera area as it close to Galeries Lafayette or Printemps department store. In addition, there is a Rossiey bus for Charles de Gaulle airport to Opera, and for the Opera bus terminal, it just only few minutes walk to the hotel, because if you have too many luggage, it will be very hard for you to take the train and metro as there is lot of staircase in metro.
For dinner, here is few restaurant that I recommend:-

For the luggage, I will take small backpack and a 拖. For your check out time, I thinks it is more than enough. You have total 3.5 hrs from hotel to airport. For the tax refund, it should be OK for half hour but it depends on how many item you buy or is it all luxury item. If yes, may be the customs will check more seriously.
