I would think God (or Buddah or Allah or the God of yr religion) 記低. Or it is a kind of universal law. I agree the one who orders to kill the fish is the same as the fish seller. So in this case, when it comes to 投胎, fish seller should not be worse off than the fish eater?? So I am confused when the cow killer is 難投胎 when compared to others who are cow eaters.
I hope someone can help out. As i remember another sister sharing a story here in BK saying (don't remember exactly) something like an old man died in great stomach pain because he used to sell/kill frogs by cutting them in stomach. (Sorry, just something like this.) But it was b/c he was so poor he couldn't find anything else to eat, no other way to survive. And I remember crying for him b/c why is he being punished for something which he had no choice in? I would not feel sorry if he thinks is fun to kill or if he can get super rich by killing frogs that way.

Or is universal law, like gravity. Like you throw an apple and it will fall on floor. No need to ask "does gravity know each and every apple out there to make sure it will fall to the floor?"
