Don't worry, give BB some time, he needs time to practice. I trained my BB for a few days before she can hold the toys and turn the head. I think it is just a matter of training, try to practice these exercises with him every day, at least 2 times a day, he will get it gradually.
I do not use 枕頭 for sleeping, however, I use it when BB is playing and changing diapers, since using the 枕頭 can help him look at the toys/me. Books said there is no need to use 枕頭 for sleeping for the first 6 months.

Can you see my "pooh pooh toy" in the signature photo? I bought it at Disney store, it can walk when you hit its pet pet. My BB loves to watch it walk from here to there, i.e. she will turn her head to follow the pooh pooh. The Disney sales said lots of mum bought this toy to teach the BB how to walk...
For hand exercise, playing mat is a good choice. BBs will try to touch and hold the toys in front of them.
