10:00pm is already late in Paris, as all the shop will close 7:30 pm - 8:00pm. It would have too many people in the shopping are or some sight seeing area after 8:00pm.
For Eiffel tower, I think you are taking about when the light of Eiffel tower switch on. Normally it should be switched on once it's get dark.
For the customs, base on EU regulation, they will only count you should declare yr purchase item in yr last boarding country. That means if you take BA, yr should fly fm:-
Paris to London.
London to HK
In this case, you should declare yr item in London.

And i plan to bring a 40 litre backpack and a small rolling suitcase. will it be not convenient to use the rolling suitcase in Paris and London (i heard that in Paris, most metro stations do not have escalator, and it requires long walking distance to switch lines) I just think that I need to help him to handle the 29" rolling suitcase. Should i consider not bringing the small rolling suitcase ? Really need some advice.

To take taxi in Paris is exactly the same as in H.K. U hv to pay according to the meter. However, the taxi is quite expensive.
For Eiffel Tower, I'm not quite sure is it sparkle for every hour about 10 minutes, as I only been there 5 years ago.
For the suitcase, Ding mo information is correct. If u take metro or train fm airport to hotel. Both London and Paris have a lot of staircase and you need to take it by yourself. Better to take some old stuff(clothing/underwear) and 著完就掉. As I hv bad experience few year ago when I stay in St Germain area, fm the metro station to my hotel I almost walk more than 20 minutes and I'm carrying 1 big and small suitcase. Terrible.
