On September 14, 2005, CITA received a petition from the domestics to re-impose Chinese safeguard quotas in respect of the following 9 groups of China Quota Cat. (which safeguard quotas presently expire December 31, 2005). A copy of the subject petition is attached.

Once a safeguard petition is filed, CITA has up to 15 working days to accept or reject the petition on its technical merits. If the petition is accepted, it will be published in the Federal Register for a 30-day public comment period. CITA then has up to 60 calendar days to make a safeguard determination.
It should be noted that the U.S. and China have scheduled a new round of negotiations on a broad bilateral textile agreement to take place today and tomorrow (September 26 & 27) in Washington, D.C. If the U.S. and China reach an agreement, it could establish quantitative limits on these and other Quota Cats.
