pigpig,cecil,
In the car dealership's website, they normally have one section on new car and another on used car. I've found the Toyota dealership in Melbourne city for you .... click here. In the black banner on the top of the page, you will see "New Cars", "Fleet" and then "Used Cars". Just click onto "used cars" and you can choose the make, the model, the year and the price range you have in mind.
GST is included in the list price, unless they say "driveaway", you will need to add rego (car registration), dealer delivery and govt charges etc. These are quite substantial for a new car and depending on the price of the car, you can usually add $3,000+. Click onto the "Dealer delivery and govt charges" on the left hand column and you'll get an idea of the charges.
With used cars, there is usually no dealer delivery fee because the dealer delivery fee is to allow for transporting the car and to reimburse the local agent for warranty claims that car may have over the period of the warranty. Sometimes, the dealer delivery charges are negotiable.
The other thing to note is unless they state the car is an automatic, you need to assume it is manual and so you will need to add at least another $2,000 for the auto, sometimes more.
You can also consider buying a demostrator car. These are the cars they keep in the showroom for demonstration, they have to sell these cars once the new models are out, so the mileage is very low and is reasonably new. Of course, the price will not be as competitive as the used cars.

Like Vincy said, they ask you to apply for your card a week after your arrival. Once they confirmed your eligibility, they will give you a piece a paper with your Medicare Card number on it. The actual card will be mailed to you in about 7 to 10 days' time.

Other than presenting your passport (to show your valid visa), you have to present 2 documents for residency proof. They have a list of examples for you, they are right under Step 1 on Page 1.
I understand that the service & maintenance fees for car are pretty high and the efficiency is low in OZ.
Any idea?
Some say that the first few years maintenance provided for new car may be good in this regard and save some worries to those who don't know much about car mechanic like me.
