Under the present arrangement, eligible applicants for HKSAR passport residing overseas may submit their HKSAR passport applications by post or in person to their nearest Chinese Embassy / consulate-general (CDCM).
Application forms are obtainable from Chinese Diplomatic and Consular missions; the HKSAR Immigration Department or downloadable via internet: http://www.immd.gov.hk/ehtml/id844.htm http://www.immd.gov.hk/ehtml/id(e)844a.htm
(forms & guidance notes for overseas applicants under the age of 16)
If the applicant does not have a HK permanent ID; or the current HKID issued on or after 1 July 1987 but before 23 June 2003 and has been declared invalid, he should apply the HK permanent ID together with the HKSAR passport.
The applications will then be forwarded to the HKSAR Immigration Department for processing and the prepared passports will be sent back to the Chinese embassy / consulate-general for issue. The prepared HK permanent ID will be issued together with the HKSAR passport.
As an alternative, the applicants may submit the completed application forms and the passport fee (in cashier order or bank draft) with
photocopies of the supporting documents directly by post to the HKSAR Immigration Department < Travel Documents and Nationality (Application) Section, Immigration Tower, 7 Gloucester Road, Wanchai, Hong Kong.>
However, they are required to collect the prepared passports IN PERSON at the HKSAR Immigration Department with the originals of the supporting documents.
If the applicants have a valid Hong Kong permanent identity card, the processing time of their overseas passport applications will normally take about 4 to 6 weeks upon receipt of all necessary documents, fee and photograph. It will take about 6 to 8 weeks for processing a HKSAR Passport application if they do not have a valid Hong Kong permanent identity card. The time for forwarding the application and dispatching the prepared passport is excluded. Whether this pledge can be met will also depend on the circumstances of individual applications and the number of applications received at a particular time.
