IN USA / UK, only children who's taller than 140cm could be exempted from car seat. In HK, our laws are very outdated and lacking the alertness.
Sorry to say, please don't be "brain deficient" parents. He's only 3.5 years old, parents should be able to teach them the right things to do, show them the importance of "waiting". However, as you mentioned, I saw many children sitting in the front, even parents carrying 1-2 years old child, although these ppl are driving Benz....they have money, but don't have the sense and knowledge .......
I live in New Zealand. I went to an exhibition on Saturday. The law requires up to 8 year old to be in children car seats, but it is recommended that children car seats should be used up to the time when the child has grown to 148cm or about 11-12 years old. Sitting at the front is not recommended because the travelling speed of airbags is about 200km per hour. The impact will actually kill the children rather than protect them.
