I can advise you that it depends on district and building. If you are living in public housing, I think you'd better choose other ISP as there are likely chance of huge user group in your building. If your building is just a single one with small number of neighbours then their service is okay. So far the reliability of their broadband service is okay. But each time when there is failure (about once a year), it takes about a week to resume. Their hotline is always busy.
For the IP phone service, if it is free of charge then I won't object to install as a backup. But if you need to pay $30 per month I think you'd better invest the money for a mobile phone card instead. When there is broadband problem the phone will go down as well, then how can you call for help and complain?
