Are you living in 村屋? We had the same case before, and my father called 電"信"管理局 (not sure! but let me check again and let you know tomorrow) to come and check. Then they found that it was because the 天線 of our next house was out of order, and therefore they use our 天線 to collect the signal. So, they inform the next house and ask them to buy a new 天線. Afterwards, we get the clear image since then.
I have just asked my father, and yes, he said he called 電"信"管理局 (pls check 1083 for the tel. no.) and told them that the TV signal was not clear and been distrubed. Then they faxed him a form to fill in, and later on some guys came over and checked.

唔洗比錢架! They will come over to check and hopefully find out the problem. I think you better call them first to check with them. I don't quite sure!
