I was told because for boys alot of the times that area has extra skin. If that's the case it's very difficult to clean it properly and may cause infections. Therefore it's better to get the operation done when he's still a baby because the recovery is better and they won't remember it when older.
I know some people get their bb to do the operation at birth.
