I don't like the decision either but it's not the judges' fault. Laymen don't understand the duty of the judge is to interpret the law. The law does not empower any of them to change or make laws - had there been such power, that would be rule of man not rule of law - like North Korea which will be a disaster.
People used to think that 法律不外乎人情, but that's a question of LegCo who makes the law, not the judge who interpret the law.
Apparently there is a problem with the law now. What we can do is to change the law with the proper procedures - through LegCo not the court, nor seeking a view from the Standing Committee of PRC.
