It is better not to use any panty liner and wear cotton underwear. However it is normal that during our normal cycle, we have certain days with more cervical fluid (usually before ovulation). If it is really necessary to use the liner, always choose the cotton one and not those with plastic layer. Especially during hot weather, it is not very good to use liner all the time. It will increase the probability of virginal infection. I used to be very irritated by the same issue but when I have my annual check up last year, the doctor told me maybe I should stop using the panty liner and to wear cotton underwear. I tried and right away, I feel a lot better and it is not so irritating anymore. Hope this is helpful...
