let me tell you the story.. this incident is something related to the corruption of the senior police officers in there... the gunner made every efforts to leave a message to the media in attempt to disclose the scandal...of coz he won't make it because those reposible officers ordered the boy scout to provoke the gunner by arresting his brother. Indeed he might told the truth to the leader of the tourists and that's why the policemen break the windows - just make the bullets untraceable.
