Better to document she has use the phone during her office hour and promise not to do so.
My maid has been used the phone when my daughter stillat home, we have given her verbal warning and keep document (not warning letter). Now, she can only use it when we were out or holiday.
We also requested she cannot use mobile phone with video and phone function.
