CElDT is a test they use to determine the language level of English language learners. It is divided into 5 levels: far-below basic, below basic, basic, proficient and advance. If you speak to your daughter in Chinese at home, they will most likely score low the first time they take the test. The school should give more time and support for your daughter to catch up with the language skills.
You can spend more time reading to/with her. Reading allow kids to build vocabulary and comprehension skills. Eventually they can use those to communicate with others.

is it for determining who are English learners before entering public schools? for the English learners, I heard that the public schools will do something extra to improve their English.
