What I think is if your Mom fell down from the stairs while looking at the advertisement, that means she fell down carelessly, this accident was not caused by the Hotel, it is not easy for claiming the hotel.
If you Mom fell down because of wet floor or any other reasons done by the hotel, it should be claimable.
