The Financial Timessaid that Leung warned of the dangers of populism and insisted the electoral system was needed to protect minority groups. \"If it\'s entirely a numbers game - numeric representation - then obviously you\'d be talking to half the people in Hong Kong [that] earn less than US$1,800 a month,\" he said in reference to the median per capita wage.
