Yes, we can benefit from it, cos
"但由外傭徵費涉及修改附屬法例，所以要到9月才可實行" as
1) new contract will definitely benefit from it as many employers are now hold on to the employment contract or provisional contract until the effective date;
2) as the issue of the supplementary law will be in Sep and will therefore fine tune the details by the Immigration Dept, for those who has paid the levy in advance, (e.g. paid annually) might have a chance to get back the advanced payment; and
3) Employers like us of course no payment will be make after the effective date, that will be Sep.

I think for us might be the following:-
a) 2 years waiver for domestic helper levy that work HKD9.6K in total; and
b) 6 months of electricity subsidies, capped at HKD1.8K from August and another 6 months of electricity subsidies, capped at HKD1.8K effective in Mar 09, a total of HKD3.6K in total
so grand total of the benefit will be HKD13.2K.
