Norton Internet Security Setting

I find that most of the protecton in my hom-use "Norton Internet Security" & " Antivirus 2003" have been shut down. (I turn off the firewall before, because it prohibit me to get on any homepage). Now my mailbox is flooded with junk mails with unknown attachment, but I find that the Norton programme doesn't let me do any change. It's like: no response if I press "on". I check I've logged on as owner/ supervisor already. How come? Could anyone please help?
