don't be worried too early, let wait for six months more to see how's your bb growth. they are growing so quick every day. however, keep an eye on your son's listening ability.
i have the same experience when my boy was 15 months old, we were threatened by the government doctor said he may have problem in speech and listening. my son had both check-up in feb 2004, result came out that the situation was acceptable. then the doctor arranged another booking for him in november in order to monitor the speech development.
my boy is 23 months now, he started to speak since apr/may this year and recently he speaks more. we believe he might not has any big problem but lazy to talk only. in fact he understands +/- 95% of our instruction, so we will not push him too much.
i used to speak english to my son when my hubby spoke cantonese. however both government doctor n private doctor mentioned it's better to speak one single language to bb at the first step. at first i didn't trust them, because the books told us that we should start different languages with the bs as early as possible. but my hubby said if he is smart enough, he could learn anything at anytime. then i quit english to my boy, only cantonese in our family (we do not have domestic helper). believe it or not, he started to speak his bb dialogue very soon. then following one single word, now he can say two different words (plane xx), but still cannot handle three different words (airport xxx).
Actually i just called the nurse of Health Centre this afternoon. The nurse said if my son understand what we said then should be no problem. It is because speaking skill need more time to develope and no need to worry.
However, she emphasized that if my son do not understand what we say to him then it will be a problem to his ability. My son always seems don't understand what we talk to him....e.g. mum mum .. he don't know = eat. Even we asked him 爸爸/媽媽呢? he just looked at the one who is asking him and no response.
My son like to laugh and very funny. However he seems that he doesn't understand what we say to him!! ?-( ?-(

Many mother are worried so much about the language development of a child. Perhaps I can provide little information...I used it as an indicator to see if I need to refer the babies to speech therapy.
Mostly speaking, children at 9m to 18 m should be able to say single word, such as 爸爸, 媽媽, 波波
Baby from 18 m 24 m can say 2 words, such as 要杯杯, 我要...

no need to worry, when my son was 2 yrs old (about), he did not say a word, the doctor in the mother and child care said he was so late to start speaking, at least half year later than normal, she sent us to the specialist clinic to have a test, it seemed that we had a big problem to let him not to start speaking like normal children.
the doctor at the specialist clinic said no children would not speak unless he/she was deaf. my son did something like IQ test there and the doctor said his preformance was very satisfactory.
i was very worried later when my son needed to attend interview for kindergarten, however, before attending those interviews, I sent him to attend pre-nursery class, he then started speaking and progressed very well, he successfully acquired a place in the kindergarten.
so no need to worry, some kids may speak later. my son started to speak when he was two a half years old.
