have you purchased the insurance for her? If yes, check the policy to see how much the policy can cover.
If I were you, if having purchased the insurance for her, then I would send her to ordinary medical practioner for initial diagnosis rather than send to specialist and ask to do pap smear.
Alternatively, you can go directly to govt clinics but it can take long hours.
