If the baby don;t know walking in 17 months old, we need to know if it is muscle power( strength) or co-ordination problem!
can the baby stand up straight??? and did she crawl well before when she is 9 months old?
It seem that the baby is lack of learning interest or she has no need to express herself!
it's very common for the parents to over-protect the baby!
for example, if you give food to the baby before she need( hungry), she has no intend to do so!
besides, join some good playgroup can help her too
It's a big problem as the baby growth up quickly in the first few year and then stop!

the key is walking too much is bad but what is too much?
i would worry other thing first. If the baby crawl too little, their attention in the later will be worse! And their coordination will be worsen later!
The key time for th ebaby to crawl is 9 -12 months!
walking and crawling see view is different and it's good for further cognitive learning!
