1.5 M / 3 M broadband means that your maximum downloading speed is 1.5 M / 3 M bps. It is not garantee your speed should be 1.5 M / 3 M all the time. However, when you downloading something, there is someone doing the uploading at the other side. So if the uploading speed is slow, you will get 30 k bps or even lower while you are downloading files...
Also, there are many issues to make your downloading speed slower.
