The chief executive has pledged to enhance the quality of early childhood education by allocating an additional HK$2 billion annually for kindergartens by the 2011-12 school year.
School fee assistance in the form of an "education voucher" of HK$13,000 per kindergarten student will be provided each year to parents of children aged three to six, starting from 2007-2008.

The vouchers will go to children with the right of abode in Hong Kong and who are studying in local non-profitmaking kindergartens that charge fees of not more than HK$24,000 for a half-day program or HK$48,000 for a full-day program per student per annum.
The arrangement will only cover 753 non-profitmaking kindergartens in the territory, which currently have 111,600 students. It will not cover 309 profit- making kindergartens which now have 37,540 students.
