We went last year during Chinese New Year when my son was almost one year old. It is a very children friendly country. Almost everywhere designed in consideration of kids and babies because the middle east people usually born at least 3-4 kids. All restaurants have kids menu and they are helpful for your strollers, etc. So it is no problem at all to bring babies to Dubai.
