May be you could contact the social services section of the major newspapers like the oriental, apple, Ming Pao etc. If your friends don't mind to speak to the media, it is quite likely that they would help to report the story, not necessarily the front page but may attract more attention.
Try also send the message via the web and ask people receiving the message to pass it around. Try contact the web master of baby-kingdom, make a banner for the case and the more people know, the better... in brief, try every means you can think of
It so happened that I need to read many newspapers and magazines in my job. I know that the reporters are longing for touching stories....of course, they will take up your time, but may be they can help by making some noises.
