I called Immigration last month and the officer told me that it is necessary to obtain a 回港証 for babies......she explained alot of things but I do not understand what she was trying to say......she mentioned that there is no photo on babies' id cards.......etc. etc........I remember that when I was a kid, I needed 回港証 for going back to china.........

Where are you planning to go? I also applied HKSAR passport + ID card for my BB & we are planning to Macau next month. I just called travel agent & they mentioned that nowadays under 11 yrs old passport + ID card is enough to Macau.
If go to China, 回鄉咭 is necessary (but when you apply for 回鄉咭, u need provide either 回港證 or passport to apply - this info. is provided by 中旅社 website).
I think if 回港證 really not necessary, don't waste $$$to apply.
I think 回港證 purpose is:
1) go to Macau
2) use for application of 回鄉咭
If passport + ID card really can go to Macau so apply this better because only HK$185 for 5 years & also can go other countries as well. 回港證 also need about HK$1XX for 5 years
