both ok, hk$ or us$ is fine and u need to change it at the airport or ferry pier.
Singapore $$ is commonly used in bintan but if u use credit card, they will charge u in Indo$$
No need to change Indo$$, no use.
Only small snack shops, they may take indo$$. But u pay sin$ is ok.
